President’s Council Representative Candidates


Tim Phillians

I am currently the President’s Council Chairperson and am seeking a second term. My past experience with CEA includes 2 terms each as Region III Assistant Director and Region III Director. From 2002 - 2004 I was CEA President. I have served on many committees and chaired the CEA Constitution, Bylaws, Policy and Procedures Committee. I would like to continue my service to CEA in my current capacity for another term.


Dr. Steven Ultrino

Dr. Steven Ultrino has spent his last 4 years as Director of Inmate Education and Training at the Middlesex Sheriff’s Office’s House of Correction in Billerica, MA.  Over the last year, Steve has served as the President of the Mass. CEA.

Steve earned a BA in Education and US History, a MS in Adult and Organizational Education, a CAGS in Educational Leadership and an Ed.D. in Educational Leadership certifying Steve as a School Superintendent. Steve served 8 years as an elected member of the Malden School Committee and has recently been elected as a member of the Malden City Council.
Steve taught business and economics on the high school level and served as principal on the k-5 level before entering Correctional Education. Steve also serves as a member of the Massachusetts ABE Advisory Council appointed by the Education Commissioner.

Rhea Bowman

Rhea Bowman teaches reading at McLaughlin Youth Center, Alaska’s largest juvenile facility. A CEA member since 1988, she has been active as Alaska Chapter President, served on the Region VI Board, was President’s Council Chair on the CEA Executive Board for two terms, and is now Juvenile Justice Advocate on the National Board. Currently, she is a commissioner on the Standards Commission and is seeking re-election for the teacher-practitioner position.


|Bill Wood

Bill has been a correctional educator for over thirty nine years. He was a Teacher, a Grants Administrator, a School Principal, and the Deputy Director of Education all for the MA Department of Correction. He has been active in CEA and was instrumental in the establishing the MA Chapter of CEA for which he served as president for four years.
Bill is a CEA auditor and served on the Standards Commission as a Commission Member and as the Commission Chairman.
In addition to his service to the DOC and CEA, Bill is active in the community serving on boards of three organizations. He is a retired Army Colonel and served for many years as the Scoutmaster for a local Boy Scout Troop.
Bill believes he can provide insight and ideas to the Standards Commission as it moves forward.

The CEA Peer Literacy initiative passes 5000 inmate peer tutors trained in Ohio and Louisiana since its inception in July 2007. CEA will soon launch training in several new states.  Brochure (PDF)
